Those opinions are divided on the question that from Swatow there are procurable Chinese Coolies stronger than the Cantonese, but it is doubtful whether the Agency experiment of removing the Agency to Swatow would be successful having regard to the large demand from that Port for Coolies for Straits, and elsewhere.

Your Lordship is aware that at Canton the British West Indian Emigration Agency possesses very extensive premises presided over by Mr. Sampson, who, apart from his valuable qualifications, is especially qualified owing to his knowledge of the Cantonese dialect and his acquaintance with the City of Canton and its vicinity. To remove, therefore, the Agency and the Agent to Swatow would entail a considerable expense, and certainly for a year or two Mr. Sampson, being ignorant of the Swatow dialect, would be unable to conduct the Emigration, except through third parties.
